Jailbreaking and Unlocking made legal?

It looks like Apple is having bad luck these days. Antenna issue has affected Apple badly and now a report from Library of Congress shakes out for Apple. The main point of the report is that users can jailbreak and unlock there electronic devices. Its totally opposite to what Apple said previously that that Jailbreaking is illegal under the DMCA.

According to new government rules announced Monday:

Owners of the iPhone will be able to break electronic locks on their devices in order to download applications that have not been approved by Apple. The government is making that legal under new rules announced Monday….Another exemption will allow owners of used cell phones to break access controls on their phones in order to switch wireless carriers.
